The problem I believe is that large scale (utility scale) solar power plants needs a lot of available sunny large areas, in other words deserts and arid area, remote from the consumers. So, what you want is find real estate near to the consumer, most natural is to mount solar panels on the residential and commercial roofs, existing poles and as Building Integrated elements (walls and windows). The bottle necks are price and homeowners financing.
There are a few potential show stoppers for the solar roads idea. Construction strength, solar panels are not efficient if the are mounted horizontally, maintenance and fault location is going to be a night mare. More than that free ways authorities are not terribly excited about zipping their precious freeways
