Most of Mississippi's focus in recent years has been cleaning up after and recovering from Hurricane Katrina. Honestly, it would have been nice to see some of the infrastructure rebuilt with solar in mind; but, alas, that is not the case. There is little incentive in Mississippi for homeowners to go solar. There is the Energy Investment Loan Program>, but this is available only to companies (perhaps for you small business owners out there).
Mississippi has no net metering program and, as of yet, neither do the state's utilities. There are no tax incentives or rebate programs to speak of. However, if you are a customer of the Tennessee Valley Authority (TVA), then you may be eligible for the utility's incentive program. It offers a $500 rebate for residential systems plus $0.15/kWh produced for 10 years. The program is called Green Power Switch Generation Program.
