Last time we updated Oklahoma's solar rebates, the only incentive available was net metering, and that's more of a regulation than any sort of incentive. This time, unfortunately, very little has changed. But thanks to Recovery Act funding, a small rebate is now available for residential geothermal heat pumps.
In terms of home solar power, there is but one opportunity for home-owning residents of the Sooner State:
PACE Financing
The Oklahoma state legislature has passed a law enabling counties to establish an Energy District Authority. Within these counties, property owners are able to borrow from county funds to pay most or all of the upfront costs for energy efficiency upgrades or renewable energy systems, typically including home solar power. The money is then paid back over time through an assessment on property taxes, tying the loan to the property, not the individual. These sort of programs are commonly known as Property Assessed Clean Energy (PACE) financing, and constitute a fast-growing trend in states across the country.
In Oklahoma, eligible technologies and financing terms are determined locally. Each program is administered locally as well. Most states allow individual cities and towns to adopt their own PACE programs as well, but in Oklahoma, the law restricts the right to counties alone.
The law also stipulates that in order to qualify, homes must undergo a home energy audit (the cost of which may be included in the financing). Energy efficiency equipment must be Energy Star-rated.
